By Miriam Raftery

August 1, 2019 (El Cajon) – A jury in a civil trial has ruled that an El Cajon Police officer was justified in shooting and killing Alfred Olango on Sept. 27, 2016.  Olango’s sister ,Lucy,  had called 911 to ask for help for her brother, who was reportedly suffering a mental health crisis and walking into traffic.

While another officer pointed a taser at Olango, Officer Richard Gonsalves asked Olango to remove his hands from his pocket,. Olango pulled out a silver and black vape smoking device that resembled a gun and pointed it at the officer, assuming a shooter’s stance at point blank range.

COMMUNITY CHOICE ENERGY OPTION IS FEASIBLE, COUNTY REVEALS IN LAKESIDE FORUM

By Mike Allen

Photo: A community choice energy option would give residents an option to buy electrical power from the county instead of from SDG&E. Many Lakeside residents objected to SDG&E’s construction of  Sunrise Powerlink high-voltage lines through scenic areas such as the El Capitan reservoir (photo, left)  and El Monte Valley in Lakeside.  CCA plans also enable local governments to provide power from clean, renewable resources such as solar The electricity would still flow through powerlines and infrastructure maintained by SDG&E, but profits off energy production would flow to the county to benefit taxpayers, not SDG&E shareholders.

August 1, 2019 (Lakeside) - That the county is on the verge of declaring a community choice aggregate (CCA) appears evident, given the tenor of a recent forum held at the Lakeside Community Center July 30. Under the CCA, the county would buy and sell electrical power to residents and businesses, providing an alternative for consumers to SDG&E. The board is scheduled to receive a final report on the issue Sept. 10, and take a vote either then or soon after.

A SUMMER’S EVE TEA AT THE LAVENDER FARM

By Miriam Raftery

July 31, 2019 (Valley Center) – My daughter and I savored a soothing summer’s eve at Keys Creek Lavender Farm in Valley Center, partaking of an outdoor high tea on a shaded patio--an idyllic way to relax and indulge in some scrumptious treats.

After rambling down winding country roads, we arrived to be greeted with a hand-washing station complete with a lavender sugar scrub that left our hands not only clean, but soft and smooth.  I recommend arriving early to take a stroll past lavender fields, albeit past the peak spring bloom season.

APPELLATE COURT OVERTURNS COUNTY’S APPROVAL OF HOSKINGS RANCH HOUSING SUBDIVISION ON RANCH LAND NEAR JULIAN

By Miriam Raftery

July 30, 2019 (Julian) – In a precedent-setting case over preservation of agricultural land protected under California’s Williamson Act, California’s Fourth District Court of Appeal has published a decision that reverses a Superior Court ruling in Cleveland National Forest Foundation et al. v. County of San Diego

The July 25th decision held that San Diego County officials acted wrongly when they approved a map for a housing subdivision  on the 1,400-acre Hoskings Ranch near Julian. The court found the Genesee Properties project would have set the stage to replace ranching with residential development--all while allowing the property owner to enjoy tax breaks intended to keep the land in agriculture.

FARMER’S MARKET DECISION REACHED BY LA MESA CITY COUNCIL AS TENSIONS RISE

Council votes 3-2 to keep market downtown, but have Beevers Farmers Market run the event instead of merchants’ group

By Allan Acevedo

July 27, 2019 (La Mesa) – As foreshadowed at the previous La Mesa City Council meeting, the banner agenda item at this week’s meeting was the fate of the much-beloved farmer’s market. Its location, time, and management were up for debate because the current agreement ends July 30th.

The discussion on the Community Choice Aggregation Technical Feasibility Study was tabled for the next meeting because of the anticipated length of the farmer’s market discussion. The study will cover the feasibility for La Mesa to produce and sell clean electricity from renewable resources to residents, potentially in conjunction with other local cities.
