LA MESA AUTHORIZES RESTAURANTS TO SET UP OUTDOOR DINING AREAS

July 9, 2020 (La Mesa)  -- The La Mesa City Manager today issued an executive order under emergency powers granted due to the COVID-19 pandemic. The order temporarily allows use of public and private outdoor areas by eating establishments for dining, after county health officials banned indoor dining for three weeks starting July 6 due to a growing number of coronavirus cases including some tied to restaurants and bars.

Restaurants must obtain written authorization from the Director of Community Development and comply with all social distancing and other COVID-19 related health orders, as well as all other laws. This includes city and county emergency orders, state laws such as Alcoholic Beverage Control rules, and federal laws such as the Americans with Disabilities Act.

Per the executive order, there is no City fee charged or permit required for businesses that receive authorization to use public and private outdoor areas for dining.  Businesses interested in obtaining written authorization for temporary use of public and private outdoor areas should contact Allyson Kinnard, Senior Planner at akinnard@cityoflamesa.us.

RESTAURANT IN A DAY: COMMUNITY PITCHES IN TO HELP POPULAR RAMONA EATERY MOVE OUTSIDE

July 8, 2020 (Ramona) – When San Diego County Health officials ordered indoor restaurants closed effective yesterday, Vineyard Grant James owner Susanne Sapier leaped int action to help Marinade on Main, a farm-to-table fresh restaurant in Ramona, remain viable.  So she sent out an email to community members asking for help to create a “restaurant in a day” – in the parking lot.
 
The email asked community members to donate pop-up tents, umbrellas/shade coverings, tables, chairs, café lights, misters, ground covering, wall coverings such as lattices or antique doors, plants, large pots to hold plants or trees, and old furnishings to serve as a hostess station and stand for dishes.

Congressional candidate calls for new round of relief for businesses ordered to shut down again

July 6, 2020 (San Diego) – Starting at midnight, all indoor service must stop in restaurants and wineries. Outdoor dining and activities can continue, as well as curbside pickup services.

Indoor family entertainment venues such as movie theaters and bowling alleys also must shut down, though outdoor facilities such as zoos can remain open.  The order is in effect for the next three weeks.

County health officials ordered the closures today in response to being placed on the state’s watchlist due to exceeding three COVID-19 pandemic trigger levels for positive cases in the past two weeks, the number of active community outbreaks, and a backlog in tracing new cases.

THE ZERO WASTE FAMILY SUPPLIES BUDGET-MINDED RECIPES AND IDEAS DURING THE PANDEMIC

July 3, 2020 (San Diego) Many families and individuals have been impacted by the COVID-19 pandemic – with some experiencing unemployment coupled with financial insecurity, health issues and/or medical expenses.  

San Diego resident Fredrika Syren, founder of The Zero Waste Family, offers up tips to reduce the cost of feeding a family or individual and eating healthy at the same time.

LA MESA FARMERS MARKET IS OPEN AGAIN

July 2, 2020 (La Mesa) – Now you can once again purchase farm-fresh produce directly from local farmers. The La Mesa Certified Farmer’s Market has reopened for in-person visitors on Fridays from 3 to 7 p.m. The market is  located along La  Mesa Blvd. between Palm Ave. and 4th Street, but with some changes due to COVID-19.

The farmer’s market was briefly closed, then opened for pre-ordered curbside delivery only. Now the market is back open to the public, but with the following rules, provided by the La Mesa Village Association:

COUNTY EASES RULES FOR WINERIES AFTER ECM REPORT, BUT IMPOSES CURFEW FOR RESTAURANTS AND BARS

June 30, 2020 (San Diego) – One day after ordering bars, breweries and wineries to shut down, county health officials today revised that order to allow most to stay open. That’s a big relief to East County wineries, which can now continue to offer winetasting outdoors without food. Wineries, breweries, distilleries and bars with indoor seating can also stay open, provided they serve alcohol with food. Those without food service licenses can team up with a restaurant or food truck.

The changes came after East County Magazine published an article quoting prominent wine owners voicing concern over the future of our region’s wine industry and hours after ECM's editor reached out to Supervisor Dianne Jacob to inform her staff of the winery owners' concerns. ECM's editor also posed a question on this issue during a virtual press conference with county health officials.

Today, the County also imposed a 10 p.m. to 5 a.m. curfew on all restaurants, bars and other eating/drinking establishments that serve alcohol. Patrons in the door by 10 p.m. may stay until 11 p.m. nightly.  Violators are subject to a $1,000 fine.

June 29, 2020 (San Diego’s East County) – East County’s once-thriving wine industry is struggling under COVID-19 restrictions – and some local wineries may die on the vine now that the county has once again shut down all bars effect July 1, including wineries and breweries.

Now, some winery owners are criticizing the shutdown as overly broad and unfair,  since many rural wineries have outdoor patios or spacious tasting rooms and have been providing ample social distancing – unlike urban bars and crowded venues such as the Gaslamp District.

COUNTY ORDERS SHUTDOWN OF BARS, WINERIES AND BREWERIES, HALTS REOPENING OTHER BUSINESSES

June 29, 2020 (San Diego) – San Diego County’s Health and Human Services Agency today ordered  bars, wineries and breweries to shut down starting July 1 to slow the spread of COVID-19.

The county also halted reopening of any additional businesses until at least August 1, due to a spike in cases locally.

Although Governor Gavin Newsom earlier this week ordered bars in six counties to close and recommended closures in eight other counties, San Diego was not on those lists. However local officials made the decision to shut down the alcohol establishments after nearly 500 new cases were reported yesterday, the highest number since the start of the pandemic. Also, 7% of test results reported yesterday were positive, up sharply from the 4.1% rate over the prior two weeks.

Concerns are also rising over hospital capacity, since San Diego has taken some patients from neighboring Imperial County, where 23% of tests have come back positive in recent days prompting the state to order a return to a full lockdown there.

Today, Riverside County’s hospital ICU units hit 99% capacity, forcing hospitals to resort to surge mode, converting other hospital bed areas into ICU units to accommodate COVID-19 patients. San Diego could be asked to accept yet more patients from its neighbor to the north if Riverside's surge in cases continues.

Imperial County put back on full lockdown as positive test rates soar to 23%

June 28, 2020 (San Diego) – Across the U.S., states and counties that reopened broad sectors of their economies are rolling back some business re-openings as COVID-19 cases spike. On Friday, the governors of Florida, Texas, and California all ordered total or partial shutdowns of bars in efforts to slow the spread. 

Today, Governor Gavin Newsom announced that the state has ordered bars in six counties to shut down and recommends that bars be closed in eight additional counties.

So far, San Diego is not on either of those lists and bars remain open, though that may change as the county's rate of hospitalizations from COVID-19 climbs.

June 26, 2020 (San Diego’s East County) – Wineries are reopening across our region, after three months of curbside-only services due to COVID-19. Some owners have been hard-hit by the economic loss, but now welcome the opportunity to welcome back visitors.

Now you can once again enjoy sipping wine on a mountain patio  overlooking vineyards or in an urban tasting room. Some are offering food pairings, special sales and other incentives to welcome back visitors – with social distancing and other changes per state health rules.

EL CAJON EASES REQUIREMENTS FOR SIDEWALK CAFES AMID COVID RESTRICTIONS

June 25, 2020 (El Cajon) – Owners of reopened restaurant are struggling to generate profits while complying with social distancing requirements of six feet between tables due to COVID-19. Now the El Cajon City Council has unanimously voted to make it easier for eateries to expand outdoors.

The Council approved a second reading on June 23 of an emergency ordinance passed unanimously June 9. It allows restaurants to skip cumbersome conditional-use permit requirements for sidewalk dining. The new ordinance will remain in effect through the end of this year, but an extension or option to make it permanent may be considered later on.

Previously, a conditional use permit, or CUP, required extra fees and delays due to an environmental review, followed by approval of both the Planning Commission and the City Council.

GROUND BEEF SOLD AT WALMART AND OTHER STORES RECALLED DUE TO E-COLI CONTAMINATION

June 14, 2020 (Washington D..C. ) – If you purchased ground beef this month from Walmart or other retailers, it may be contaminated with e-Coli. The U.S. Dept. of Agriculture has announced a class I recall nationwide, which means there is a “reasonable probability” that the products could cause “serious, adverse health consequences or death.”

The recalled ground beef packages were produced June 1 at the Lakeside Refrigerated Services facility in Jersey and were sold under several brand names, including Thomas Farms and Marketside Butcher. The latter is sold through Walmart stores.  The products have the establishment number “EST. 46841” inside the USDA inspection mark.

According to the recall notice, the problem was found during routine testing. Although no illnesses are reported so far, the USDA urges consumers to throw away or return any recalled ground beef products in your refrigerator or freezer, since E.coli can potentially cause kidney failure in young children and older adults, as well as dehydration, bloody diarrhea, and abdominal cramps three to four days after exposure.

June 5, 2020 (San Diego) -- Starting June 9, beachgoers will be allowed to park in lots at local beaches, the County announced today, though coastal communities may opt for stricter rules. The County also received new guidance from the state on additional sectors that can reopen, with restrictions, as early as Friday, June 12 including:

  • Gyms
  • Hotels
  • Bars and wineries
  • Museums, galleries, zoos and aquariums
  • Professional sports without spectators
  • Day camps
  • Campgrounds and RV parks
  • Family entertainment (bowling alleys, batting cages, etc.)

May 24, 2020 (San Diego’s East County) – On social media, East County residents shared reactions to decisions by state and county officials allowing restaurants to reopen for dine-in service and retailers to allow customers inside stores after a two-month closure due to the  COVID-19 pandemic.

While some voiced joy at savoring a meal out, other expressed trepidation.  Local healthcare officials, politicians and activists have also weighed in with their views on the easing up of restrictions.

STATE APPROVES SAN DIEGO PLAN TO REOPEN DINE-IN RESTAURANTS AND IN-STORE RETAIL SHOPPING

County still awaits word on proposed pilot program to accelerate some stage 3 openings including salons, gyms, pools, outdoor worship and youth sports practices

May 20, 2020 (San Diego) – “Great news for restaurants and retailers! The state just approved our plan to allow dine-in service and in-person retail sales,” Supervisor Dianne Jacob announced moments ago on Facebook. These businesses now need to complete and post a safe reopening plan to comply with social distancing and other requirements. View: Guidelines for restaurants; guidelines for retailers.

On Tuesday, Supervisors approved two measures to accelerate reopening of the economy countywide. The first sent recommendations to the state to reopen our county’s restaurants and retailers within days. The Governor and California’s Dept. of Public Health approved those recommendations today. The measure does not include bars, breweries, distilleries or wineries.

The second measure passed by supervisors is still awaiting a decision by state officials. That measure calls for a pilot program that if approved, would allow San Diego County to move partially into stage 3 by reopening hair and nail salons, gym and fitness facilities, pools at apartment complexes, outdoor religious services, and research labs. In addition, youth sports could start up for practices only, no games, in groups of 12 or less. Therapeutic and peer support groups could also resume meeting in groups of up to 12 people.

April 26, 2020 (San Diego’s East County) – “Zoom our Zoo is an online, real-time animal show tailored for your audience,” a message at the Oasis Camel Dairy website reads. Owners of the Ramona-based family ranch, like many local ventures that rely on agritourism, face high costs to feed and care for their camels, exotic performing birds, racing turkeys and other animals without public events during the COVID-19 pandemic. So now they are offering interactive programs online to liven up corporate events or entertain kids with virtual birthday parties featuring “camel capers and parrot pranks” through Zoom – for a fee.

STATE SETS GUIDELINES FOR RESTAURANTS TO REOPEN, ALLOWS DINE-IN SERVICE TO RESUME IN SOME COUNTIES WITH LOW RATES OF COVID-19

May 13, 2020 (San Diego) – Governor Gavin Newsom on Tuesday released guidelines for restaurants in areas with low rates of COVID-19 to reopen their dining rooms, with changes to protect diners and staff.

But bars, brew pubs, wineries and craft distilleries must remain closed, unless they offer sit-down meals with any alcohol served.

Once the state allows a region’s restaurants to reopen, the County must also grant approval. Each restaurant must submit a COVID-19 prevention plan that includes requirements for cleaning and disinfecting, keeping six feet between tables, using disposable menus and partitionsa at cash registers and host stands. Windows and doors to outside should be kept open and patio seating can be expanded.

LA MESA RETAILERS BEGIN TO REOPEN

May 9, 2020 (La Mesa) – Just in time for Mother’s Day, some La Mesa retailers have reopened for curbside sales. Tiramisu Trattoria, a popular eatery closed for eight weeks, has reopened its doors for takeout orders. San Pasqual Winery is offering a health care worker, local restaurant and wine-to-go promo. May 11, 2020 (San Diego) -- Governor Newsom’s administration on May 1st announced a program called High Road Kitchens, a statewide network of independent restaurants that provide food on a sliding scale to low-wage workers, health care workers, first responders and others in need.

Launched during the COVID-19 crisis, High Road Kitchens provides jobs for restaurant workers and a subsidy for responsible restaurant owners who commit to paying a living wage and following equitable employment practices across the state.

The San Diego Workforce Partnership and The San Diego Foundation are coordinating with local restaurants in the region – including Ponce's Mexican Restaurant and Super Cocina in conjunction with the One Fair Wage campaign – to fund the training, start-up costs and initial wages for workers rehired as part of this initiative.

May 10, 2020 (San Diego) – Congresswoman Susan Davis (D-San Diego) has provided the following information on new food benefits approved by Congress and the state of California to assist recipients of EBT, WIC and CalFresh programs during the pandemic. She also provides details on a new state program to enable restaurants to deliver meals to seniors, aid to food banks and more, with links to helpful resources.

STATE SUPERINTENDENT ANNOUNCES NEW BENEFIT PROGRAM TO HELP STUDENTS WITH FOOD INSECURITY DURING CORONAVIRUS PANDEMIC

May 2, 2020 (Sacramento) -- California State Superintendent of Public Instruction Tony Thurmond announced that the U.S. Department of Agriculture has approved a new food assistance program for children throughout the state who are living in households struggling with food insecurity. The Pandemic Electronic Benefit Transfer (P-EBT) program provides electronic food benefits to families equal to the value of meals children eligible for free or reduced-priced meals would have received at school.

FARMERS UNION CITES CONCERNS OVER EXECUTIVE ORDER ON MEAT PLANTS

May 1, 2020 (Madison, Wis.) - At least 20 meat processing plants have closed temporarily across the country, including one in Wisconsin, following the spread of COVID-19 cases at these facilities.

And some say President Donald Trump was too quick to sign an order to keep all plants open during the crisis.

COVID-19 EMERGENCY ALLOTMENTS FOR CALFRESH RECIPIENTS

April 21, 2020 (San Diego) - In April, CalFresh recipients will receive an Emergency Allotment (EA) on their Electronic Benefit Transfer (EBT) Card. This benefit was authorized by House Resolution 6201 – The Families First Act signed into law on March 18, 2020 in response to the COVID-19 Public Health Emergency.

April 17, 2020 (Sacramento) - Consumer groups want insurance companies to help prop up the restaurant industry, which has taken a massive hit in the COVID-19 crisis. Tens of thousands of restaurants have been forced to close their dining rooms, and many have closed entirely, resulting in massive layoffs.
