HOMICIDE INVESTIGATING SHOOTING OF MAN BY OFFICER

July 8, 2010 (San Diego) – A man who struggled with a police officer repeatedly and fled following a routine traffic stop is in critical condition at a local trauma center after being shot, struck with a baton, and tasered. He has been identified as Bobby J. Kemp, 27, of Spring Valley.

The shooting occurred at 1 a.m. at the intersection of San Vicente and Carlsbad Streets in the Lomita area, located west of Highway 125 and south of Lemon Grove. According to the San Diego Police, a patrol officer was attempting to make a traffic stop when the driver abruptly stopped in the middle of the intersection and exited the vehicle. He reportedly did not follow directions given by the officer and a struggle ensued.
 

The officer deployed a Taser but the man pulled one of the barbs out and ran from the officer. The patrol officer requested cover and pursued the subject on foot. A second struggled occurred in which the offer struck the man with a baton to attempt to subdue him. The suspect broke away and ran back toward the vehicles.
 

The officer again caught up with the subject and a third struggle insured. According to Police, witnesses heard the officer yelling at the suspect, “Get off me.” During the struggle, the officer fired one shot, striking the man in the pelvis area.

Kemp was transported to a local trauma where he underwent surgery and remains in critical condition.  The officer is a seven-year veteran on the police force, assigned to the Southeastern Division. SDPD homicide detectives are investigating the officer-involved shooting.
