October 27, 2019 (San Diego's East County) - Introduction:  if it seems that wildfires are burning nearly all the time these days, that there’s no longer a definable fire season in California, you’re right. Fourteen of the 20 most destructive fires in state history have occurred since 2007, and California has 78 more annual “fire days” now than it had 50 years ago.

ISIS FOUNDER AND LEADER DEAD AFTER U.S. MILITARY RAID

October 27, 2019 (San Diego) – Abu Bakr al-Baghdadi, founder and leader of the terrorist group ISIS, committed suicide after being trapped during a raid yesterday by U.S. military special forces in northwest Syria, President Donald Trump announced at a White House press conference.
 
Trump announced that the “number one terrorist leader” has “been brought to justice.” No U.S. personnel were lost in the operation, though a “large number” of Baghdadi’s  associates were killed or captured including two women wearing suicide vests that detonated; they are believed to be Baghdadi’s wives. 
 
 Eleven children were removed prior to the raid, but reportedly Baghdadi took three of his children into a dead-end tunnel, where he ignited a suicide vest, killing himself and the youngsters. "He didn’t die a hero. He died a coward,” the President said. “Crying, whimpering, screaming and bringing kids with him to die"

SANTEE FAMILY GROWS BIGGEST PUMPKIN IN SAN DIEGO COUNTY HISTORY

October 27, 2019 (Santee) – The Fredricks family of Santee has grown a whopper of a pumpkin, tipping the scales at 1,531 pounds.  The giant gourd is the largest ever grown in San Diego County, according to Sarah Fredricks. 

It took second place at the Pumpkin Competition weigh-off at the Irvine Railroad Park on September 21, however, missing the all-time Southern California record by just two pounds. (The largest in Southern California was grown by Chris Dunn and weighed in at 1,533 pounds. The biggest statewide was entered by Ruben Frias of Napa, who won with a 1,758 pound pumpkin.)

“I have grown giant pumpkins on and off since 2001,” says Jim Fredricks, who grew the giant gourd along with his wife, Sarah, and their boys, Andrew, 5, and Joshua, 8.

DEVASTATING WILDFIRES IN MEXICO CLAIM LIVES, FORCE MASS EVACUATIONS

 

Update October 26:  30 homes have burned in Rosarito, where a man and his dog were found dead after their home burned, Mexico News Daily reports. Over 70 homes have now burned in Tecate. The National Forestry Commission (Conafor) had contained only 35% of the estimated 50 fires raging in Mexico.

October 25, 2019 (Tecate, Mexico) – Fires burning in Mexico have displaced at least 1,645 people forced to evacuate their homes. The blazes have killed three people, Associated Press Reports. Deaths include a 12-year-old girl and a 19-year-old woman, the Mexican new site Radar Tecate reports.  Antonio Rosquillas, director of Baja California Civil Protection, indicates two others are injured. In Rosarito, where 30 homes have burned, a man died in a structure fire along with his dog, Mexico News Daily reports.

Tecate Mayor Zulema Adams announced that at least 54 homes  have been destroyed and 100 have been damaged.

One of the fires shut down the coastal highway north of Ensenada for several hours today. A fire in the Tecate region burned over 35,000 acres. Schools in Tijuana, Tecata and Rosarito were all ordered closed today due to heavy smoke.

Smoke has been visible on the northern side of the international border but thus far the blazes are confined to Mexico.

Mexico’s president has declared a state of emergency, as dozens of families remain in shelters.  Tonight, the intensity of Santa Ana winds has diminished, aiding firefighters battling the blazes.

SDG&E OPENS MORE RESOURCE CENTERS FRIDAY IN OUTAGE AREAS

 

Update 11 a.m.  SDG&E has shut off power to around 16,000 customers due to very high winds howling through some mountain and rural areas of East County.  Winds approaching 100 mph have been clocked today atop at least one local mountain peak.

October 23, 2019 (San Diego’s East County) -- Congresswoman Susan Davis (CA-53), a senior member of the House Armed Services Committee, made an unannounced visit to Afghanistan and Jordan with a high-level bipartisan Congressional delegation led by Speaker Nancy Pelosi. The delegation met with top diplomats, military leaders and troops, Afghan President Ashraf Ghani, and King Abdullah II of Jordan.

“I was pleased to be a part of this delegation trip designed to strengthen relationships with our allies and discuss national security issues, especially in light of the deepening crisis in Syria after Turkey’s military incursion and increased violence by the Taliban,” said Rep. Davis, a  San Diego Democrat whose district includes portions of East County. “This delegation trip provided members with the latest information on the ground and will inform us as we continue to create U.S. policy toward the region.”

LA MESA CITY MANAGER ANNOUNCES RETIREMENT

October 23, 2019 (La Mesa) - City Manager Yvonne Garrett has announced her retirement effective December 30, 2019. Mrs. Garrett has served in several positions with the City of La Mesa, starting as the Director of Community Services in January 2000. Mrs. Garrett spent six years as the Assistant City Manager and Community Services Director prior to her appointment as City Manager in 2016.  Mrs. Garrett was the Director of the La Mesa Park and Recreation concurrently with her position in Community Services and in the City Manager’s Department. The Foundation is a private non-profit organization that raises funds for park improvements and facilitates recreational, education and cultural programs in La Mesa.

CVUSD ADMITS IT HAS NO DOCUMENTATION OF ANY FINANCIAL BENEFITS TO DISTRICT FROM HALF-MILLION DOLLARS SPENT ON PROMOTIONAL VIDEOS

October 23, 2019 (El Cajon) -- As part of East County Magazine's investigation of the Cajon Valley Union School District, ECM asked Superintendent David Miyashiro, EdD and school board President Tamara Otero to back up their often repeated claim that the district has reaped great benefits with its more than half-million dollars in expenditures on  videos over the five years. Both ignored multiple requests for verifiable benefits and for interviews.

On Friday, at 1:45 p.m., however, ECM received a response to our California Public Records Act request from Naomi Rodrigues, the district’s Executive Coordinator. Our request asked for any verifiable financial and enrollment benefits from the district’s paid marketing and promotional videos published on YouTube from July 2014 through Sept. 24, 2019.

“NO SUCH DOCUMENTS EXIST” wrote Rodrigues (photo, left) in her e-mail to ECM.  It is unclear if she was aware of our article published shortly before her response was received.

Although the district could not document any financial benefits or increased enrollment tied to its videos, less tangible benefits may include increasing student morale and boosting the district’s image elsewhere. SDG&E EXPANDS POTENTIAL OUTAGE AREAS; SOME CUSTOMERS COMPLAIN OF ERRATIC NOTIFICATIONS

Update October 24:  As of 8 a.m. Thursday, power is shut off for 431 people in Dehesa, Alpine, Rancho Palo Verde, Santa Ysabel, Wynola, Pine Hills, East Descanso, Green Valley Falls, Cuyamaca, Viejas, West Descanso, Boulder Creek, Live Oak Springs, Boulevard, Jacumba, Japatul Valley, Buckman Springs, Morena Village. Resource centers have been opened in Julian and Descanso; scroll down for details.

October 23, 2019 (San Diego’s East County) – SDG&E is warning of a new round of potential power-shut offs that could affect up to 23,944 customers, with a red flag warning from 5 a.m. Thursday through 5 p.m. Friday evening.

The areas that could be impacted are Alpine, Barona, Barrett Lake, Boulevard, Campo, Cuyamaca, Descanso, East Poway, East Valley Center, Julian, Mesa Grande, Mount Laguna, Palomar Mountain, Pine Valley, Potrero, Ramona, Rancho Bernardo (portions), Santa Ysabel, Shelter Valley, Viejas and Warner Springs.

The utility’s site states that it makes several efforts to notify ratepayers prior to shutoffs. In many cases the system worked to provide customers with time to prepare for outages.  However, some rural residents have posted complaints on social media stating that they received repeated warnings of shut-offs that never occurred, and later had power shut-off with no warning.

Update:  Shortly after publication of this report, the CVUSD belatedly responded  to ECM's California Public Records Act requst for documentation of any financial or enrollment benefits received by the district due to its promotional videos on YouTube.  Naomie Rodrigues sent an e-mail advising that "NO SUCH DOCUMENTS EXIST" but noted that some videos were published on the County Department of Education's website.  View our article on her reply and the district's lagging responses to other records requests. 

 

October 16, 2019 (El Cajon) -- The internet has revolutionized video marketing. From small businesses to government agencies, organizations can now harness resources at YouTube and other online portals to directly market messages to a target audience.

The Cajon Valley Union School District (CVUSD) has utilized its Youtube channel and other social media portals to disseminate professionally produced video marketing and promotional messages for its school projects and World of Work career path program.

Utilizing taxpayer money, the district has produced and promoted impressive videos such as “A Day in the Life of a Cajon Valley Bus Driver,” “Education and business leaders from Vista and Colorado tour Cajon Valley,” an invitation to a Grandparents Day event, Fall Festivals, Madison Avenue Elementary Lemonade Fundraiser, and numerous WoW (World of Work) videos. The District also produces a monthly “broadcast” with news and events directed to school personnel and staff.

Hefty costs

But critics say the CVUSD is making too much of a good thing, since these videos produced by the district have come with a high price tag.

According to information provided to East County Magazine by the CVUSD in response to a public records request, from July 2014 (when David Miyashiro became Superintendent) through June 30, 2019, the district has spent over half a million dollars -- $576,289.60 to be exact -- on marketing and promotional videos.

SDG&E IS PREPARED FOR SANTA ANA WINDS, WARNS 1,000 BACKCOUNTRY CUSTOMERS OF POTENTIAL SAFETY POWER SHUTOFFS

His appointment will run through December 2021. Supervisor Fletcher takes over for San Diego City Council President Georgette Gómez, who held the post since January 2018.

The San Diego Metropolitan Transit System (MTS) is hosting the Vision Builder Challenge as part of Elevate SD 2020 – the agency’s public engagement effort for a potential transit-only revenue measure for voters to consider on the November 2020 ballot. Ultimately the MTS Board of Directors will decide whether to move forward with a measure in early 2020.

NEWSOM VETOED BILL ON SOURCES OF COLLECTING DOG BLOOD DONATIONS

October 20, 2019 (Sacramento) -- California Governor Gavin Newsom vetoed Senate Bill 202 on Oct. 13, which in part would have allowed dog owners to permit their pets to become dog blood donors.

SB 202 passed the Senate on Sept. 11, 2019 before Newsom’s veto this month.

Additionally, the bill aimed to address concerns over dog blood farms where dogs are kept caged for months or years at a time with reportedly no oversight, solely to donate blood on a frequent basis.  This is a practice animal rights groups contend is inhumane.

October 18, 2019 (Julian) -- San Diego County Fire Authority/CAL FIRE Chief Tony Mecham raised alarms about a medical situation at the Julian Fire Station No. 56, which led San Diego Superior Court Judge Randa Trapp to issue a court order in late May that forced Julian-Cuyamaca Fire Protection District volunteers out of the embattled fire station. But volunteers with the JCFPD vigorously dispute Mecham’s assertions and contend he misconstrued the matter.

October 16, 2019 (San Diego) -- Because fire season is now a year-round threat in San Diego, enlisting the support of community volunteers is critical to ensure the safety of the County. The Fire Safe Council of San Diego County is encouraging communities to create local fire safe councils to increase their neighborhood’s chances of surviving a wildfire. San Diego County currently has 41 community fire safe councils – the most of any county in the state – and they want to see that number grow.

October 15, 2019 (San Diego) - The Board of Supervisors voted 3-2 Tuesday to impose a one-year ban on the sale and distribution of all electronic smoking devices within unincorporated areas of San Diego County.

BRUSH FIRE IN TALMADGE AREA: EVACUATIONS AND POWER OUTAGE

 

Update:  Per SDPD, all evacuation orders and warnings associated with this incident have been lifted. The temporary evacuation point has been suspended and evacuees can return to their homes.

East County Wildfire & Emergency Alerts

October 15, 2019 (San Diego) – A brush fire named the “#FairmountFire” in San Diego’s Talmadge area has shut down the I-8 east ramp to Fairmount Avenue and Fairmount Ave. from Montezuma to Mead. Motorists are asked to avoid the area.

San Diego Police is evacuating homes on Norma, Constance and Natalie Drives.  A temporary evacuation center has been set up at Hoover High School.

Temporary evacuation center at Hoover HS for those affected. Firefighters are in the canyon areas working with on containment and watching hot spots.

More than 4,000 customers are without power; SDG&E estimates power will be restored by 9:30 p.m.
