HEARING MONDAY ON STATE PLAN TO HOUSE VIOLENT SEXUAL PREDATOR IN JACUMBA

Supervisor Dianne Jacob aims to attend a hearing Monday, December 23 in San Diego Superior Court  to protest the state’s latest plan to house a sexually violent predator in rural East County.  The court will consider whether to place Mikel Wayne Marshall, a convicted child molester, in Jacumba Hot Springs.  Jacob contends he would pose a menace to the community.

 “With his ugly rap sheet, Mikel Wayne Marshall belongs behind bars for good, not out in our community putting San Diego County residents at real risk,” said Jacob, who represents East County. “No neighborhood should be treated as a dumping ground for sexually violent predators. If the law does not allow him to remain behind bars, the only other spot for this vile man is outside the gates of Donovan State Prison, where other sexually violent predators have been located,” she said.

 San Diego County’s Sexual Assault Felony Enforcement Task Force, or SAFE, has posted this information about Marshall on its website:

Mikel Wayne Marshall - 39 years old

Spent 14 years in prison for molesting 4 children (males age 4-8) between the years of 1992 and 1994. In each case he was known to the families of the children he assaulted. Rather than being released at the end of his prison term Mr. Marshall was committed as a Sexually Violent Predator in 2008. Since that time he has participated in the in-patient sex offender treatment program at Coalinga State Hospital. On August 5, 2013, the court found that Mr. Marshall could be safely released into the community for continued treatment and supervision.  On November 20, 2013 the Department of State Hospitals proposed placement at 42920 Desert Rose Ranch Rd. in Jacumba Hot Springs.

The court hearing will be held at 9 a.m. on Dec. 23 in San Diego Superior Court’s  Department 15, 220 West Broadway, San Diego.

At least four sexually violent predators have been placed in rural East County in recent years. Three of them later violated the terms of their release.

Sexually violent predators who have been housed in the East County backcountry in recent years:

• David Chambless was placed in Jacumba in 2008 and later violated the conditions of his release.
• John Norman was housed in Boulevard in 2008, but was sent back to a state hospital after breaking the rules of his release. He later died.
• Frank Johnson was placed in Campo in 2011. He was terminally ill and died.
• Gary Snavely was sent to Jacumba in 2008, but was returned to a state hospital within a few months for additional treatment.
