December 9, 2009 (Poway) --We don't often get to witness an old-fashioned political hatchet job these days, especially out in plain sight. But it's happening right now in the bucolic halls of urban Poway. The ugly lineaments of hardball dirty politics are flapping in the breeze for all to see. If you can stand the whiff of corruption hovering over this travesty, it's well worth the time of any citizen who's interesting in improving the state of American politics. This is how we shouldn't run a government, and it's the responsibility of every responsible voter to recognize these tactics.

Normally, one doesn't associate Poway with sleaze. But don't confuse the excellence of the Poway school system with the mediocrity and corruption of city politics. Poway municipal finances have been buoyed for years by development fees boosted by sky-high real estate values. Those revenues previously covered a multitude of sins, but now they're dropping, as Poway is virtually built-out. As the gravy train has throttled back, the incompetent bureaucrats who feed at the public trough are feeling peckish, and perhaps that explains the nasty turn they've taken.

Councilwoman Betty Rexford has become the focus of a regular mob scene in Poway. It started when the other four council members took advantage of her absence from a City Council meeting (she was out of town with her son, who was dying of cancer) to throw her under the bus as an offering to their own political careers. They started by asking for her resignation. That cold-blooded cut was supposed to kill a couple of birds with a single cast: if they could take advantage of her weakened condition to intimidate her into resigning, then they would get to appoint her replacement. That appointee would then have the incumbents' advantage in the upcoming 2010 elections. In Poway, incumbent Councilmembers are almost always re-elected. They're like County Supervisors that way. Forcing Betty out allows them to pack the council with their own cronies, without the risk of an election. And elections are tricky. Every once in a while the voters will put inconvenient candidates in office. Safer if the council majority can pick a crony.

But that wasn't the only motive, and the City Councilmembers weren't the only players in this nasty bit of mummery. Upon the recommendation of city attorney Lisa Foster and city manager Rod Gould, Poway had elected to settle a lawsuit with a couple of disgruntled residents who live in Rexford's neighborhood. Those plaintiffs were actually the originators of the “Blame Betty” strategy. Their lawsuit named not only the city of Poway, but also Betty Rexford personally. The legal geniuses at City Hall realized they could use that same strategy to their advantage. By linking the settlement of the Basile/Cannon lawsuit to the call for Rexford's resignation, the administration hoped to deflect attention away from wrongdoing by the city.

Misdirection of this kind can be very effective, even though in this case there was no factual basis for the linkage. The complaints were directed at the Building Department, and Betty Rexford has no authority over the Building Department. Building is under the authority of City Manager Rod Gould, and Gould had already instructed his people to avoid communication with Rexford. Furthermore, Rexford had recused herself from Council meetings involving the complaints from her neighbors. Any wrongdoing on the part of Building and Planning is Gould's responsibility, but scapegoating Betty proved to be good camouflage.
 
If everything had gone according to plan, Betty would have already quit, and Councilmembers Boyack, Higgenson, Cunningham and Kruse would already have picked her replacement. But Betty didn't quit. She didn't believe she had done anything wrong, and was disinclined to cooperate with the whole sacrificial victim thing. She had never agreed to settle the lawsuit, preferring to take it to trial, but when the City decided to settle, the attorney for the Rexford's homeowner insurance went along for the ride. It made sense for them; the City was liable for the lion's share, about $400,000, but the Rexford's insurance company got off for a mere $40,000. That's a lot cheaper than even a short trial, so when Betty told them she didn't want to settle, they told her she'd have to sue her own insurance company to compel them to contest the case. Case closed.
 
So we see why the idea of a political hatchet job looked so attractive to the City Council and City Manager. Having Betty take the fall meant Rod Gould could avoid taking responsibility for the way his administration had mishandled this building permit dispute, and cost the city roughly half a million dollars. It also provided an opportunity for the City Council to get their hand-picked BFF [best friend forever] up on the bench with them. The only problem was, Betty Rexford just wouldn't cooperate. She still wasn't being a team player.

At this point, the hatchet job was in arrears. Betty was still on the City Council, and showing no signs of leaving until her term ended in November 2010. In that election, anything could happen. Voters might elect another councilcritter who wasn't a “team player”, who asked uncomfortable questions, maybe even someone who put the interests of ordinary citizens above Wal-Mart and the developers. Things were getting worrisome.

It was time to crank up the pressure another notch. Enter Steve Vaus (aka “”Buck Howdy the Singing Cowboy”), who was just the man for the job. He became the frontman for RecallRexford.com. This passel of concerned citizens declared their intention to force a recall, but urged Betty to be a good sport and just quit, to save the citizens of Poway the expense of a special election. When she didn't quit, they started gathering signatures. When she still refused to cave in, they started bringing speakers to the City Council meetings to insult and revile Mrs. Rexford during public oral commentary. As time went on they cranked up the vitriol, until it got to the point where Rexford would leave the chamber during their harangues. The complaints they kept repeating were pure fantasy, but whatever they lacked in fact they made up for with rancor and spite.

Probably the clearest indication of the dishonesty of the vilification and recall campaign has been the fire truck fairy tale. The posse made it the centerpiece of their smear campaign, but it's a ludicrous fabrication, and demonstrably false. Check the so-called documentation on their website. [http://recallrexford.com/] It's a textbook example of innuendo passed off as fact and sensationalism substituted for substance. The blatant dishonesty of the whole narrative seems to assume that citizens are too dumb and lazy to figure out the con – and of course, the whole concept of the political hatchet job is predicated on voters not paying attention, and not caring enough to discern the truth.

Allegations of overly strict adherence to building codes aren't particularly sexy. But the accusation that Betty used her influence to get a fire truck parked in front of her house during the Cedar Fire is salaciously sensational. Vaus and his mob claimed that other houses burned down because of Betty. That Betty hogged a firetruck all for herself, even though other areas needed it more, and her abuse of power thereby made her an arsonist. Vaus even claims to have hard evidence to support this accusation. But upon investigation, the whole fantasy comes crashing down. His website is plastered with accusations, but as soon as you read the so-called “evidence”, it becomes apparent that there is absolutely no factual basis to his claims. When I asked Steve Vaus to provide the name of the person or persons who lost their house(s) because of Betty, Vaus was unable to provide that information. That's because it's all a lie. The lie is so transparent it's pathetic, but perhaps what is even more pathetic is the fact that many people are willing (eager even) to accept such vile and stupid smears as gospel.

Rexford's intransigence eventually brought King Termite out of the woodwork. San Diego County Republican Party Chairman Tony Krvaric has made quite a reputation for himself as a bully and a cheat. His Byzantine tactics have made him the GOP Commissar for San Diego, but his attempted purge was no more successful than the previous flacks. He called Rexford to urge her to quit, and when the personal touch didn't work, sent one of his minions to vent at the open mike. Poway City Council meetings have become ludicrous spectacles, as the singing cowboy and his clown posse have turned it into Nasty Night at the Improv. Krvaric informed Rexford that he and Mrs. Mayor-to-be Merrilee Boyack have a candidate all lined up to take Rexford's seat, and they didn't appreciate her lack of cooperation. But Rexford is one stubborn Betty, and the more they try and push her out, the less amenable she becomes to playing her appointed role.

Last we heard, the posse had collected about half of the 5647 signatures needed to force a recall. They still have a couple of months to get the rest, and claim they'll get them easily. We'll see. There have been plenty of voters who seem eager to jump on the bandwagon, but not every Powegian is so gullible. Some see through the lies, others just don't like the rude and vicious manners of the Vigilance Committee.

If the Rexford recall succeeds, that is democracy in action. We can live with that result. But when a political hatchet job succeeds, that is democracy lobotomized. The real question is, are we really dumb enough to fall for it?

Still hanging in there for Betty, Gerold? You have been trying to claim the fire truck was a weak argument for a while because you claimed it couldn't be directly linked to a specific home. Now you have a name and a home that burned as a result. You still think she's not guilty? She's unhinged emotionally (and for good reason - she's lost her son). If you care one iota for this woman you should encourage her to step down and take care of herself.

Your arrogance is astonishing. First, the citizens of Poway see quite clearly the abuse of Betty Rexford. The Recall folks aren't the ones doing the name calling. You are fixated on the fire truck. Good luck with that. I have a feeling that at some point you are going to end up eating your words. But in the meantime, let's get back to some facts. Betty's website is a good start. Her very own log shows her calling daily to report one irritation or another. Then you tie that in with the City Engineer's deposition testimony that states there was no evidence of a runoff issue and no threat to the Rexford property. Let's look at how Betty (she says Paul but they are one and the same) calls the City Planner, City Manager and Lt. Corn beginning at 6:09 a.m. on a Wednesday morning. City offices aren't open at 6:00 a.m. Which means in order for her to get in contact with both men, she had to call them at home. Calling the main number for the Poway station routes you through the comm center. Not 911, but the non-emergency comm center. So the fact that she spoke with Lt. Corn directly leads a reasonable person to believe that she called one of the direct dial lines into the station. Now for the average noise complaint or nuisance report, I don't believe the station sends 4 to 6 patrol cars to a residence. Betty by her own statement on her website states that 4 to 6 patrol cars responded. This all happens in the span of less than 15 minutes. Now if you were to call the City at 6:00 a.m. to lodge a complaint, you would be directed to either leave a voicemail and the appropriate person will call you back during NORMAL BUSINESS HOURS or you could call back DURING NORMAL BUSINESS HOURS. In the meantime, if you called the station non-emergency number you could reasonably expect to see ONE deputy respond sometime but certainly not within 15 minutes. So by reading Betty's own website, she has provided additional documentation that she did in fact harass her neighbors. The judge found material triable fact that Betty violated their civil rights. But then again, since you are such a rabid Betty supporter perhaps you do get the privilege of having City services sent to your house on a moment's notice. What you do not understand is that as the recall effort now enters it's next phase of gathering signatures we going door to door. We are hearing first hand how angry the citizens of Poway really are at Betty. What's even more surprising is these are long standing grievances with her. Words like rude, abrasive, difficult, and the like are used to describe her. You ought to find out how Betty managed to ruin the art center that was slated for Old Poway Park. What started off as a reasonable project through Betty's meddlings was going to end up being a $35 million dollar debaucle. That information was provided by one of the artists who dealt with Betty on that deal. Let me end with a very simple statement - had Betty and Paul Rexford not continually harassed their neighbors ON A DAILY BASIS, this lawsuit never would have happened. Had the City Manager done his job and told Betty to shut up and back off, the compliance issues would have been handled. But no. Bowersox's own comments to the Chieftain state that he felt like a high priced babysitter for Betty. No one is throwing Betty under the bus. She tripped and fell all by herself.

This excellent, insightful, truthful article hit a nerve of woodstuck and JackJack - a.k.a. number 1 and 2 possee card holders. They think Vaus and his vigilantes have been playing nine-nice when referencing Betty Rexford with the media, on the streets, on the web site, and before the podium at Poway City Council meetings. By those opposing Mrs. Rexford, there has been nothing but harassment, name calling, vilifications, lies, insults and BS being spoon-fed to them by Vaus. Mr. Firl, they just cannot imagine anyone being more intelligent than they are -- hmmmm perhaps they are the ones who have been lobotomized -- sounds pretty close now that I think of them. If Vaus were a gentleman he would at least know that real gentlemen remove their hats when entering a building or a room.

Vigilantes doth protest too much

In my article I point out that the centerpiece of the recall campaign is a lie. The whole fire truck story is a complete fabrication. "Wudstuck" claims that my article is untruthful, but doesn't provide a specific example. There is a reason for that: I can show that Steve Vaus and the Keystone Kowboy Klones are lying, but "Wudstuck" can't do the same with me. However, if you go down the points made by "Wudstuck", every single one of them is wrong. I never met Betty until a couple weeks ago, I have no financial or personal interest in her case at all. And regarding the nasty comments from the Klones at city council meetings, Clariece Tally specifically requested that they stop using terms like "skank" in their attacks. You know Clariece Tally don't you? She's the mouthpiece and chief deputy for the hatchet mob. She knows enough about PR to recognize that sort of sleaze makes you look bad. I suppose if your standards for polite conversation are low enough, "skank" doesn't seem like a particularly rude form of address. Where I come from, that kind of gutter mouth doesn't belong in the council chamber. Note to "JackJack" - glad to see you're doing your research. Keep at it, you might learn something. Any time an article elicits this kind of hysterical reaction, it shows the sleazeballs are embarrassed about having the mask pulled off their ugly tactics. You layabout with the clown posse, expect to pick up some fleas.

The CENTERPIECE (as you call it) is the misuse of Rexford's public office resulting in the the city having to pay over half a MILLION dollars to settle a lawsuit. The lawsuit which resulted from her blatant, and frequent misuse of her office which was repeatedly documented. THAT is the centerpiece!

It is a FACT, however, that Rexford called the EOC on several occasions demanding "special" fire protection. There are logs and testimony to prove it. Did another house burn because a fire unit was pulled to babysit Rexfords for over 16 hours? Maybe and maybe not. By the time the trucks were dispatched to her house the worst of the fire had passed our area. But the trucks could have been used for other things. Even if not, why should Rexford have them camped out at her house? Again, misuse of privileges.

So, the fire-truck question is NOT the main issue. It has been brought into the discussion because it shows a pattern of behavior. Just like YOUR "editorials" (and I use the word very loosely) show a pattern of behavior. One of a closed-minded person who only looks at a part of the story. One who looks at only the testimony of those who do not have first-hand knowledge. Your fabrications read like the writings of conspiracy theorists who invent facts and reject others to make the story fit their world-view.

If your conversation cannot be polite enough then perhaps YOU are a skank. You sleazeballs are embarrassed about having the mask pulled off your ugly tactics. You layabout with the Firl squirrels, you will definitely pick up some fleas.

Excellent Editorial

Mr. Firl has done a great job of exposing this debacle in Poway. Those of us who have been involved in Poway politics have never seen Steve Vaus at a city council meeting. Why all the sudden concern and outrage? There were plenty of things to be outraged over the past few years, but none of Vaus' posse were anywhere in sight. The city is about to be sued by another family for illegally cutting down trees. This lawsuit will cost the city a reported $800,000. Who are they going to blame this time? Maybe we should ask all of the city council members to step down.

1) OBVIOUSLY you are a friend of Betty Rexfords. 2) OBVIOUSLY you chose to overlook the facts of why a recall is NECESSARY in Poway. 3) OBVIOUSLY your thesaurus provided you with a plethora of synonyms to bulk up the skeleton of your fabricated outrage. 4) OBVIOUSLY you haven't been to a city council meeting where supporters of the recall have spoken otherwise you would know there has been NO name calling, NO insults, NO "vilification" -- just demands for her resignation based on the facts. 5) And anyone who lives in Poway and bothers to do their OWN research about what is going on (rather than reading your trashy piece which was probably paid for by Betty) KNOWS the facts of WHY we are pursuing a recall of a corrupt & unwanted city councilmember. As for slamming the supporters of the recall campaign, shame on you for insulting the democratic process that we have the right to exercise. Shame on you for thinking it is ok to print such a piece filled with lies, insults and fabrications and presenting it as truth. You should know better than that as a supposed "journalist" -- maybe the National Enquirer would be more your speed.

I've known Betty for years

I've known and worked with Betty for years. She is the one Councilmember who has NOT abused the system. She is as honest and good as they come. She's tough and a little rough around the edges, but there is no Councilmember as dedicated to protecting the residents of Poway more than Betty -- could that be why the other bozos on the council want to get rid of her? Betty has been fighting for many years to maintain Poway's beauty and character and preserve the General Plan. This is definitely a hatchet job by the far right crazies like Boyack and Vaus who want to pack the Poway with closed-minded ultra conservatives. Betty, keep on fighting. I'm ashamed of Boyack and Vaus, et al., but I am proud of you! In spite of all you have been through this year, you're not allowing these terrible people to take you down.
