September 16, 2014 (East County) - San Diego has many rural roads, many of them maintained by the Bureau of Land Management (BLM). The California Department of Transportation (CALTRANS) maintains other roads.
Both keep ways for people in the backcountry (and the city in some cases) to check on whether roads are opened or closed. The Cleveland National Forest maintains such a list at this site. It is maintained and some roads are closed due to law enforcement activity, while others due to possible fire activity

The list goes well beyond just the San Diego back country and covers Riverside.
As far as CALTRANS there are two ways to find out. One is to go to their site and enter the road number. (We are district 11).
The quick map is also a great way to learn of current conditions.
The other, which is faster and more convenient, is to check on the California Highway Patrol current conditions. Just enter border on it, and the list of what roads are closed every night is posted there.
Are you on an Android or Apple phone? They make an app for that too. So you can check on the road conditions while going out to shop. Accidents, fires, you name it, as long as it is on a state highway, it will be there.
As far as the county is concerned, here is the list for county maintained roads.
