State launches new funding to help flood victims repair and rebuild homes

May 16, 2026 (San Diego)—The California Dept. of Housing and Community Development has just launched  new round of funding through the ReCoverCA program to help homeowners and landlords repair and rebuild single-family homes damaged by floods, as well as replace flooded mobile homes. The funds are available to eligible applicants who suffered damage in declared federal disasters including the January 2024 floods in San Diego County, as well as severe storm from February through July 2023.

Applications are now being accepted at https://www.hcd.ca.gov/funding/recoverca/eligibilityApply early, since funding is limited.

The program is designed to help eligible homeowners return to safe, stable housing. Depending on need, assistance may be used to:

Repair storm-damaged homes

Rebuild homes that cannot be repaired

Replace certain manufactured or mobilehomes

Reimburse eligible repair or rebuilding costs already paid

Homeowners may qualify based on storm-related damage, income, and occupancy requirements. In general, applicants must have owned and lived in the home at the time of the eligible declared disaster, and the home must remain their primary residence. Some landlords may also qualify if they agree to rent to income-eligible households at affordable rates.

You may qualify for the ReCoverCA Program if you meet all the requirements below.

For Homeowners

You may qualify if:

  • Your home was damaged by the 2023-2024 eligible disasters
  • Your home is in an eligible area (Monterey, San Benito, Santa Cruz, Tulare, Tuolumne, San Diego, Hoopa Valley Indian Reservation (zip code 95546)
  • The damage is at least $8,000
  • You owned and lived in the home at the time of the eligible disasters
  • You still own the home, and it is your primary residence
  • Your household income is at or below 120% of Area Median Income (AMI)
  • You are up to date on property taxes and mortgage payments (if applicable)
  • The home is a single-family property

For Landlords

You may qualify if:

  • Your home was damaged by the 2023-2024 eligible disasters
  • Your home is in an eligible area (Monterey, San Benito, Santa Cruz, Tulare, Tuolumne, San Diego, Hoopa Valley Indian Reservation (zip code 95546)
  • The damage is at least $8,000
  • You owned the property at the time of the disaster and still own it
  • The property is a single-family rental home
  • You currently rent to a household (if occupied) or agree to rent to a household at or below 80% AMI for a period of 5 years
