BIRD TALK: MIGRATORY BIRDS

By Greg Dunne

December 17, 2013 (San Diego’s East County) – Our County has many migratory birds.  This week, I’m highlighting two of them: the Northern Shoveler Duck (although a few will stay year round) and a small song bird, the Townsend’s Warbler, a winter visitor.

The Northern Shoveler is primarily a winter visitor to the County, abundant this time of year at Santee Lakes, Lindo Lake and I’ve even spotted a few this year at Lake Murray. The Northern Shoveler is a medium sized duck with a very long bill that is wider at the tip than the base. It has a glossy dark green head similar to the Mallard Duck but the bill of the shoveler stands out from any other duck.  Shovelers use this bill to filter out food from the water.

Hout.

MONARCHS SHUT OUT OF CIF CHAMPIONSHIP

By David Dickens

December 17, 2013 (San Diego’s East County) -- -Monte Vista (7-6) was expected to cruise through this Division 4 rematch on December 8th against the Sweetwater High Red Devils(9-4)for the SDCIF crown. However, just like the age old saying, “ On any given Sunday,” this time the whims of fate kicked in on Saturday. Playoffs at any level discounts regular season play as a whole new atmosphere.

The ironic stat in this battle:  not a single pass was thrown in the Monarch triumph early in the regular season play; this time it was the pass that stole the game.

December 16, 2013 (Campo) – A wind turbine on a ridge overlooking the Golden Acorn Casino exploded today, sparking several spot fires in surrounding brush that collectively charred about a half an acre.

David Elliott, a Manzanita tribal member, lives about  quarter of a mile from the wind facility on the neighboring Campo reservation. At first, he mistook the fire sounds for gusty wind. Then he walked outside and saw the turbine burning.  “The turbine did start several spot fires,” he said.  “If the wind had been coming from the northwest or west then my home, one of the closets homes to the turbines, would have definitely been in danger because we have brush on this side of the turbines and we would have had a major fire.”  Hear audio of his interview with ECM: http://kiwi6.com/file/bk3qywd787

LOCAL STUDENT LEARNS ABOUT PROGRAMMING AT ONLINE SCHOOL

By Janis Mork

December 15, 2013 (El Cajon) – El Cajon resident and high school junior Alana Bianco has been attending Capistrano Connections Academy, an online public charter school, instead of a traditional high school. She is interested in learning more about programming and has also enjoyed acting on the side. ECM recently interviewed Bianco to find out more.

She is originally from Florida and had moved to Newport Beach, CA as she was going to start her freshman year of high school. She and her mother found out about Capistrano Connections by looking online. Capistrano Connections “got good reviews,” Bianco added. She tried out public high school in her sophomore year in Burbank, but she didn’t like it as much as she liked online school. So, she then went back to Capistrano. She’s also been homeschooled while living in East County.

REP. SUSAN DAVIS INTRODUCES BILL TO INCREASE ACCESS TO PRE-K EDUCATION

December 15, 2013 (San Diego) – Congresswoman Susan Davis (D-San Diego) introduced legislation to expand access to Pre-K education.  The EARLY Act (Expanded Access to Real Learning for our Young Act) would establish a competitive grant program where states could receive federal funding to make Pre-K education available to families with a combined income of up to 400% of the federal poverty line.

“The argument for universal Pre-K is not just a lofty moral imperative – it’s also good science and economics,” said Davis, a senior member of the House Committee on Education and the Workforce. “Kids who receive high-quality early education are more likely to achieve success in both school and life. The research shows they’re more likely to graduate high school, earn higher pay, and live more productive lives.”

SALVATION ARMY BELL RINGER ROBBED

December 14, 2013 (Lakeside) -- This story falls into the “how low can you go” category.  On Wednesday evening, two crooks stole donations out of a red Salvation Army kettle in front of a Walmart store off Los Coches Road in Lakeside.  One thief distracted the bell ringer while his partner in crime stole about $150 to $200 in cash.

Captain Terry Masango with the Salvation Army in El Cajon said it broke his heart that someone would steal money meant to help the poor.  “If they had just come to us and said, ‘We’re hungry,’ we would have helped them,” he said, the UT San Diego reported.

GUHSD ISSUES VAGUE STATEMENT IN RESPONSE TO GRAND JURY REPORT ON ALPINE HIGH SCHOOL

"There is no good faith, no no intentions..." -- Priscilla Schreiber, Board Member, who asserts that the GUHSD response "in no way satisifies what, I believe, the Grand Jury recommended."

"...The statement to the Grand Jury is a complete fabrication. The facts demonstrate there is no “intent” to build the Alpine high school ..." -- Sal Casamassimo, Chair, Alpine High School Citizens Committee

By Miriam Raftery

December 14, 2013 (San Diego’s East County) – Back in May, the San Diego Grand Jury issued a report urging the Grossmont Union High School District to "declare unconditionally, by December 31, 2013, if they are or are not going to build the 12th high school using funds from Propositions H and U.”    The report, titled “Fool Me Once, Fool Me Twice,” criticized the district Board for failing to build the school despite voters twice approving bond measures to fund the new school in Alpine, as ECM previously reported. The Grand Jury concluded, “Residents of the GUHSD and the greater Alpine area deserve clarity from the School Board regarding the proposed 12th high school."

Yesterday the Board issued the following brief media statement, which falls far short of the unconditional statement or clarity to district residents that the Grand Jury sought:

The tip line is not intended for custodial parents to report non-payment, as they would be faster served by directly contacting their case worker.

FROM BAY AREA TO COLLEGE AREA: BRIDGES BAR/GRILL/BAY SPANS THE GAP WITH CULINARY CHAMPIONS

Review by The East County Eater

December 10, 2013 (San Diego) -- The Bridges Bar/Grill/Bay at 4800 Art Way (off El Cajon Boulevard near 63rd Street) in the SDSU College area has it all.  A spacious sports bar with upscale and delicious food, specialty drinks, great local brews and excellent wines, Bridges is the perfect place for the East County Eater, who expects something special when dining out.

Open for just over a year, Bridges is named for the seven bridges across the San Francisco Bay and delivers on the promise of Bay Area quality dining.  The restaurant is so-named because owner/CEO Salvatore hails from San Francisco and most of the seafood recipes come from that region.  Palma has a vision of an upscale and friendly sports bar with a menu reminiscent of the Bay Area. Bridges is just a few blocks from SDSU, but the atmosphere is 500 miles away to the north where great dining, seafood and sports combine for an upscale metropolitan experience.

REPORT: MORE CALIFORNIA CHILDREN HAVE HEALTH INSURANCE

December 11, 2013 (San Diego’s East County-) -- More California children are getting the health care coverage they need. According to a report from Georgetown University's Center for Children and Families, more than 100,000 California kids gained health insurance between 2010 and 2012, which puts the state's uninsured rate among children at about 8 percent.

Despite high poverty rates and a weak economic recovery, said the Georgetown Center's executive director, Joan Alker, children's access to health coverage is improving through federal and state programs.

EARTHTALK®: NAVY SONAR TESTING IN OCEANS IMPACTING MARINE MAMMALS

December 11, 2013 (San Diego) -- Dear EarthTalk: I understand the Navy is doing sonar testing and training in the oceans and that their activities will likely kill hundreds if not thousands of whales and other marine mammals. What can be done to stop this?

-- Jackie Bomgardner, Wilton, CT

Active sonar is a technology used on ships to aid in navigation, and the U.S. Navy tests and trains with it extensively in American territorial waters. The Navy also conducts missile and bomb testing in the same areas. But environmentalists and animal advocates contend that this is harming whales and other marine wildlife, and are calling on the Navy to curtail such training and testing exercises accordingly.

A FULL HOUSE PACKS TASTE OF SANTEE

By the East County Eater

December 10, 2013 (Santee) -- The Santee Chamber of Commerce hosted its 26th annual Taste of Santee at Union Bank on December 5.  The place was packed for this popular event, which was free for guests who brought a new toy or food item for Santee Santas.

Fifteen restaurants, breweries and wineries brought their best stuff.  The food was delicious. Olive Garden brought its signature lasagna and salad with creamy Italian dressing.   Pinnacle Peak came to let everyone know they are still around and intend to relocate in a year or so (following an impending land sale); they just may be the last genuine, mesquite grilled steak-house in town.   The Manzanita Brewery unveiled its coffee brewed Ale.  he brew had a hint of rich coffee bean flavor that made me think how natural it was to roast hops, barley and coffee beans together to make beer.

FROM THE CHIEF'S CORNER: INDOOR CHRISTMAS SAFETY

December 11, 2013 (San Diego) – “Now that the outdoor decorations are in place, let’s look at a few indoor safety tips,” says Fire Chief Sam DiGiovanna.

When purchasing an artificial tree, look for the label “Fire Resistant.” When purchasing a live tree, check for freshness.  When setting up a tree at home, place it away from fireplaces and radiators.  “Heated rooms dry live trees out rapidly, be sure to keep the stand filled with water,” reminds Chief DiGiovanna. Do not block doorways. Use only lights that have been tested for safety by a recognized testing laboratory.  Check each set of lights, new or old, for broken or cracked sockets, frayed or bare wires, or loose connections, and throw out damaged sets.  Always replace burned-out bulbs promptly with the same wattage bulbs.  Use no more than three standard-size sets of lights per single extension cord.

FROM THE CHIEF'S CORNER: OUTDOOR CHRISTMAS SAFETY

By Fire Chief Sam DiGiovanna

December 11, 2013 (San Diego) – It’s the Holiday season, and many of us will begin hanging decorations. “This week, we’ll start from the outside and work our way in,” says Fire Chief Sam DiGiovanna. One of the most common causes of holiday-time house fires results from these bulbs being too close to gutters filled with dried out leaves. Make sure that the strings of lights you are using outside have built-in fuses on the lines. Check the actual plug. Make sure you are using lights designated for outdoor use only. Use Christmas lights and electric equipment that has been tested and verified by a reliable testing laboratory.

READER’S EDITORIAL: SHOULD EMPLOYERS BE ABLE TO EXCLUDE BIRTH CONTROL FROM HEALTH INSURANCE COVERAGE?

By Joel A. Harrison, PhD, MPH

December 11, 2013 (San Diego)--The Obama administration has asked the Supreme Court to decide whether for-profit companies can be forced to provide full contraceptive coverage for their employees despite religious objections from their owners. Many people believe that health insurance is something offered by employers, a sort of bonus.  In fact, it is part of what I have known as one’s “wage package.”

CITY TO PAY $60,000 SETTLEMENT TO EAST COUNTY ACTIVIST RAY LUTZ IN CIVIL RIGHTS LAWSUIT

By Miriam Raftery

December 12,2013 (San Diego’s East County) –The City of San Diego has agreed to pay $60,000 to settle a civil rights lawsuit filed by Ray Lutz of El Cajon, a former Congressional candidate and founder of the watchdog nonprofit group Citizens Oversight.

Lutz was arrested for registering voters in front of the Civic Center Office Building in Civic Center plaza downtown during the Occupy San Diego movement on November 29, 2011.  Chargers were later dropped and Lutz sued for battery and false arrest, among other charges, alleging that his Constitutional rights were violated.

In addition to $60,000 from the City of San Diego, Lutz will also reportedly receive an undisclosed settlement amount from the Civic Center Plaza building’s landlord and its security firm, since a security guard made a citizens’ arrest before police arrived. As part of the deal, Lutz’s arrest will be expunged from the record and Civic Center Plaza will agree to allow peaceful political activity on its property.
