June 2, 2019 (La Mesa) -- A free talk on “5G & Wireless: Keeping Safer in a Wireless World” by a wireless expert and attorney Dafna Tachover, is being held at 4700 Spring St., La Mesa, Suite 201, on Sunday 6/2/19 at 3 p.m.  Tachover previously worked in the Israeli Defense Forces as a telecommunication and computers officer. She is the founder the advocacy group “We are the Evidence” for rights of people impacted by wireless technology radiation and led a Supreme Court case in Israel that led to the strictest limitations in the world on Wi-Fi in schools.

Susan Brinchman with the Center for Electrosmog in La Mesa has been working for three months in an effort to consult with the County on a revision of its recent wireless ordinance approved Feb. 27 for unincorporated areas which she says “fell short in the area of protecting property owners and residents.  The County is now seeking public comments. PEÑASQUITOS PRESERVE REOPENS AFTER DNA TEST PROVES LION KILLED IS SAME ONE THAT ATTACKED BOY

June 1, 2019 (Rancho Peñasquitos) – The Rancho Peñasquitos Canyon Preserve has reopened to the public after DNA testing proved that a mountain lion killed by state wildlife officers is the same one that attacked a 4-year-old boy.

May 31, 2019 (Jacumba) -- Local icon "Mountain Man" Dennis Ruth passed away May 23rd after a battle with cancer.  He spent his early years in Santee, and the rest of his life in the high desert community of In Ko Pah, near Jacumba. 
 
His stone cabin became a hidden local treasure which took him 30 years to build and where he lived without electricity with his dogs and mule named Big John.

May 30, 2019 (San Diego’s East County) – Stepping down due to term limits in 2020 after 28 years, San Diego County Supervisor Dianne Jacob leaves some big shoes to fill.  Four candidates, two Republicans and two Democrats, have thus far announced plans to run for the 2nd Supervisorial district, which covers 2,000 square miles encompassing the eastern two-thirds of the county.

The contenders for the ostensibly nonpartisan race are Poway Mayor Steve Vaus and former State Senator Joel Anderson, both Republicans. Democrats Tom Lemmon, a labor leader who heads up the San Diego Building and Construction Trades Council, and Kenya Taylor, a mental health counselor and NAACP board member, are also in the running.

Below are highlights of their backgrounds and goals if elected, as well as analysis of the challenges each may need to overcome to win the race.

EL CAJON EXPANDS NUMBER OF PETS ALLOWED

May 30, 2019 (El Cajon) – You might say that El Cajon is going to the dogs – and cats. The City Council has voted unanimously to allow pet owners to have up to four dogs, or four cats.  Owners can also have a combination of cats and dogs, up to a maximum of four.

Formerly, the city allowed no more than two dogs or cats per household, though exceptions were made for puppies and kittens not yet old enough for adoption.

SHOOTING THREAT PROMPTS DISMISSAL AT BANCROFT ELEMENTARY

May 30, 2019 (Spring Valley) – A male caller, possibly a juvenile, called Bancroft Elementary School in Spring Valley at 2:44 p.m. today to state that there would be a shooting and warned the school to go on lockdown.  Staff put the school into lockdown and notified the Sheriff.

Sheriff’s deputies and California Highway Patrol officers responded.  There were no further threats or substantiation, but the school dismissed students with law enforcement present.

EAST COUNTY SUPERINTENDENTS AMONG 11 INDICTED IN CHARTER SCHOOL FRAUD SCHEME

May 30, 2019 (San Diego’s East County) – San Diego District Attorney Summer Stephan yesterday announced indictments against 11 individuals in a statewide charter school scheme that stole over $50 million in public funds.  Those indicted include Nancy Hauer, superintendent of the Dehesa Elementary School District in El Cajon, and Steve Van Zant, former superintendent of the Mountain Empire Unified School District that services Descanso, Pine Valley, Potrero and Campo.

The ringleaders, Sean McManus and Jason Schrock, CEO and president of A3 Education, sought out small school district with limited oversight experience and proposed that they authorize online charter schools to earn oversight fees paid for through public funds, according to the 253-page indictment handed down by a grand jury investigation May 17th after a year-long investigation that involved interviewing over 70 witnesses.

ATTORNEY GENERAL BECERRA OBTAINS $1.5 MILLION IN JUDGMENTS AGAINST TELEMARKETERS WHO SCAMMED VULNERABLE INVESTORS

May 29, 2019 (Sacramento) - California Attorney General Xavier Becerra announced today judgments totaling $1,498,574 in a lawsuit against telemarketers who scammed investors. The company, Consumer Rights Legal Services (CRLS), and four individuals, including CRLS’s president and owner, James Davitt, cheated more than 150 victims by offering bogus “investment recovery services” that they claimed would recover money victims had lost from previous investments. Many of the victims were elderly and had already lost hundreds of thousands of dollars from previous schemes.

WILDLIFE OFFICERS KILL MOUNTAIN LION SUSPECTED OF ATTACKING BOY IN PEÑASQUITOS PRESERVE

May 28, 2019 (Rancho Peñasquitos) – After yesterday’s attack on a 4-year-old boy at the Rancho Peñasquitos Canyon Preserve run by the city of San Diego, wildlife officers investigating at the scene spotted mountain lion tracks and were approached by a lion that appeared to have little fear of humans. This is abnormal behavior for normally reclusive mountain lions, so the officers shot and killed the lion to protect public safety, according to the California Dept. of Fish & Wildlife.
 
It is not yet confirmed that this is the same lion that attacked the child, who suffered non-life threatening head injuries. DNA samples from the boy have been shipped to a CDFW Wildlife Forensic Laboratory in Sacramento along with the lion carcass for a necropsy and DNA analysis to confirm whether this was the animal responsible for the attack. The lion will also be tested for rabies.
 
Kirsten MacIntyire at CDFW confirms the lion was a female but that there were no signs of cubs.

May 27, 2019 (Los Peñasquitos) – A young child has been transported to a hospital with head injuries after being attacked by a mountain lion, or possibly a bobcat, according to the San Diego Fire & Rescue Department.
 
The attack occurred aound 2:30 p.m. today at the Los Peñasquitos Canyon Preserve, just east of the waterfall on a popular hiking trail
 
Witnesses told 10 News that the boy’s father threw rocks to scare off the big cat.

HAWK WATCH WINERY LOSES 300 BOTTLES OF WINE IN HIGHWAY MISHAP

May 27, 2019 (Warner Springs) - Hawk Watch Winery has lost 25 cases of wine—300 bottles—in a freak accident near their Warner Springs Winery. The owners posted on Facebook that on May 16, while maneuvering a curve in State Route 79, packing material broke and the load slipped off, shattering the fruits of their labors.

SANTEE BANS SMOKING IN PARKS, EXCEPT AT CITY-SPONSORED EVENTS IN DESIGNATED AREAS

May 26, 2019 (Santee) – Lighting up a cigarette, cigar, or vaping device is now illegal in Santee parks, making the city the last in the region to outlaw smoking in public parks.  Council smoked out an exception, however, for designated smoking sections at special events  at Town Center Community Park, including summer concerts and the city’s annual Santee Salutes Fourth of July festivities, as well as Fido Fest.

BASKETBALL TOURNAMENT IN LEMON GROVE JUNE 1 TO BENEFIT SCHOLARSHIPS HONORING TREVON HARRIS, 13-YEAR-OLD KILLED BY VEHICLE

May 24, 2019 (Lemon Grove) – Trevon Harris, 13, dreamed of becoming an NBA player and played basketball with the Young Bulls, a recreational team in Lemon Grove.  But on May 3, he slipped on gravel outside his home in Lemon Grove and fell into the path of a vehicle, suffering a fatal head injury.

On June 1st, the Lemon Grove Improvement Council and Coach Mark Horton will hold the first annual Trevon Harris 3-on-3 basketball tournament for players ages 10-14 at the Lemon Grove Rec Center, 3131 School Lane.  Teams are encouraged to sign up at Trevon-Harris.eventbrite.com. There will also be music, food, games and more.

“This charity event will memorialize Trevon who was taken too soon from his family and from our community,” says Teresa Rosiak-Proffit with the Lemon Grove Improvement Council. “The funds raised will allow us to award prizes to the players and we are going to set-up a scholarship/endowment fund so that we can help the youth of our community with the sports needs they may have. If a youth cannot afford to join in on a sport or needs sports equipment they can contact us and we will assist."

May 21, 2019 (San Diego)--With detention facilities in Texas overflowing with some 8,000 migrants seeking asylum in the U.S., the Trump administration has begun shipping migrants to San Diego.  Three flights a week, each carrying 120 to 135 migrants, will be arriving in San Diego, where they will be processed by U.S. Customs and Immigration officials. The first plane load has arrived, with flights slated to continue indefinitely.

SANDAG REPORT SHOWS CRIME TRENDS ACROSS REGION

May 21, 2019 (San Diego) --  A new report by the San Diego Association of Governments (SANDAG) shows crime in all San Diego County Sheriff's Department patrol areas is down, though some other jurisdictions had increases. The Sheriff is responsible for all unincorporated parts of the county as well as several incorporated cities including Santee, Lemon Grove and Poway in our inland region.

Gusts up to 81 miles an hour are forecast for Mount Laguna, with gusts over 60 mph forecast in Julian and Borrego Springs.

May 20, 2019 (Santee) – Santee is the last city in San Diego County to allow smoking in public parks.  In January 2018, the City Council voted to make trails in Santee smoke-free, but didn’t commit to ban smoking in parks or open spaces. But after a workshop on municipal code updates at which residents and public health advocates asked for better protection from secondhand smoke, Council members asked staff in May to include smoke-free parks in a municipal code update.

LA MESA FARMERS MARKET MAY END IN AUGUST UNLESS A NEW OPERATOR COMES FORWARD

May 19, 2019 (La Mesa) – Frustrated by a lack of compromise between local businesses for and against the Friday night farmers market in downtown La Mesa, the city council has voted unanimously to end its contract with the La Mesa Village Association to run the market.  Council will put out a request for proposals from other operators to potentially move the market to another location or a different day,or keep the same location and days, but with improvements to resolve the rift.

If no entity comes forward, East County’s longest running farmer’s market could end after July 31, when the LMVA contract runs out.

EL CAJON FIRE WAS CAUSED BY HASH LAB EXPLOSION

May 17, 2019 (El Cajon) – Last night’s major fire at 920 El Cajon Blvd. in El Cajon was caused by an explosion at an illegal hash oil extraction lab which caused burn injuries to one victim. The explosion occurred less than two weeks after a hash oil lab exploded in Mira Mesa, seriously injuring three people.

“Based on your agency’s history of deleting audio recordings of board meetings, it has become necessary for reporters to record the meetings because your agency cannot be trusted to carry out this basic governance function.Now that all board members are on notice of the fact that the public must perform this function, any member’s participation in a meeting at which the public has been thwarted in its efforts to make a recording will subject the member to criminal prosecution.” – Attorney Cory Briggs, in a letter to the CVUSD.

May 17, 2019 (El Cajon) – “Despite lawfully occupying open seats in the front  row, reporters have been threatened with arrest, removal, or both if they did not move to the back of the room,” states a letter sent by Attorney Cory Briggs of Briggs Law Corporation to Cajon Valley Union School District yesterday on behalf of East County Magazine. His letter makes clear that such conduct is “flatly illegal.”

On May 7, Ryan Love, safety and security officer for the district, ordered ECM contributing editor Paul Kruze and editor Miriam Raftery to move to the back, where we explained that audio recordings would not turn out due to noise from an air conditioner and the audience. We refused to comply with this illegal request. 

On May 14, Love again demanded that Kruze move from the front row to the back, and Kruze again refused. Kruze says he was told that an El Cajon Police officer would be called to arrest him.

BUSINESSMAN AND PLANNING COMMISSIONER PHIL ORTIZ APPOINTED TO FILL FORMER EL CAJON COUNCILMAN KALASHO’S SEAT

May 17, 2919 (El Cajon) --In a unanimous vote, the El Cajon City Council on Tuesday approved planning commissioner and businessman David “Phil” Ortiz to fill the seat formerly held by Ben Kalasho. Ortiz edged out three other finalists for the position: Richard Agundez, Anthony Sottile, and Humbert Cabrera.

Other applicants were Gladys “Jo” Alegria, Juan Barajas, Richard Campbell, Margaret Carlson, Estela De Los Rio, James Elia, Mark Jamil, former El Cajon Mayor Mark Lewis, Amanda McGimpsey, Juan Carlos, Mercado, Michelle Metschel, Abraham Muheize, Nancy Wilson, and Steven Woods. Community activist Stephanie Harper dropped out of the race at Tuesday’s meeting. See our prior coverage for highlights on all 22 candidates.

Owner and CEO of New Earth Energy Specialists Inc. and a pastor of Foothills Church, Ortiz is also an active community volunteer. He serves on the San Diego East County Chamber of Commerce board of directors and is founding member of the El Cajon Community Clean Up Group.  He has a B.A. degree in criminal justice administration from SDSU and a master’s in organizational management with emphasis in public administration.

According to his application with the city, his top priorities are public safety, including making retention of officers a priority, homelessness, including partnering with local organizations and having metrics to determine programs effectiveness, and having a balanced budget plus revitalization and incentivization to build on vacant lots.

EAST COUNTY CHAMBER OF COMMERCE NAMES RICK WILSON AS NEW PRESIDENT & CEO

May 17, 2019 (San Diego's East County) – The San Diego East County Chamber of Commerce has announced the appointment of San Diego native Rick Wilson as its new president and CEO.

Wilson succeeds Joe Mackey, the most recent El Cajon Citizen of the Year recipient who served as the Chamber’s interim CEO following the departure this past January of Eric Lund, who had served as the Chamber’s top executive since 2014. Lund relocated to Colorado for a job as CEO of Visit Estes Park, a local tourism bureau.

D-DAY VETERAN HONORED AT TRUMP’ S STATE OF UNION ADDRESS ENDORSES CAMPA-NAJJAR FOR CONGRESS IN RACE AGANST HUNTER, A VETERAN

May 17, 2019 (San Diego) – Joseph Reilly, a D-Day veteran who parachuted behind enemy lines in Britain and fought other battles to help liberate Eastern Europe during World War II, has made his first political endorsement at age 97.  Reilly, whose courageous actions were honored by Donald Trump at the President’s State of the Union Address, has endorsed Ammar Campa-Najjar, the Democrat running against indicted Republican Congressman Duncan D. Hunter in the 50th Congressional district.

Hunter has been a strong supporter of Trump on the  campaign and during Trump’s presidency. But Reilly, a former Army private, said in a statement that he is “proud” to support Campa-Najjar because Hunter “has now crossed the line twice. First when he betrayed the public in order to enrich himself, and now again when he  makes such shameful and false attacks in order to hold onto his power.”

Hunter, a combat veteran in Iraq and Afghanistan, is awaiting trial on federal corruption charges. He and his wife are accusing of taking over $250,000 from his campaign and spending it on lavish personal expenditures including family vacations to Italy and Hawaii, jewelry, oral surgery bills, tuition at his children’s private school, and airfare for his son’s pet rabbit.

AUTO DEALERSHIP FIRE DOUSED IN EL CAJON; BURN VICTIM TRANSPORTED TO UCSD MEDICAL CENTER

May 16, 2019 (El Cajon) -- A major fire has caused an estimated $100,000 of damage to a  structure at the New 2 You Autos used vehicle dealership at 930 El Cajon Blvd. near Washington in El Cajon tonight.  The fire is now extinguished.

The fire was reported at 9:13 p.m. by a caller from a nearby Walmart who was involved in the fire. He has been transported to the UCSD Medical Center burn unit.

Division Chief Mike Chasin told the press that this is the second fire at a car dealership recently, following a fire at a Mercedes Benz dealership last week.

Chemicals were found at the scene tonight and an arson investigation will be done, Chief Chasen confirms.. ECM reporter Paul Kruze reports at least eight fire engines were present to battle the blaze. A Hazmat unit arrived at 10:45 p.m.
